David grew up in Gary Indiana where he attended Roosevelt High School. Upon graduation, he attended Howard University where he received a degree in accounting. Hall enlisted in the United States Air Force immediately upon graduation. As an enlisted man he served an an accountant.

He was accepted into Officer Candidate School and was commissioned a Second Lieutenant. As a junior officer he gained experience in accounting, budgeting, communications and data processing. He later dedicated his career to data processing and financial management.

In addition to a B. S. in Accounting, he also holds an M. S. in Educational Sociology and a PhD in Business Administration. He attended the Advanced Management Course at MIT. He is also a graduate of the USAF Squadron Officers School, The Air Command and Staff College and the Air War College. He also completed the Industrial College of the Armed Forces. His military career includes tours in Morocco, Germany, the Philippines Island and Thailand.

His management experience includes, the Computer Operations Chief at the Air Force Accounting and Finance Center and Military Airlift Command. He served as advisor to the Commander Military Airlift Command on issues of equal opportunity and treatment and race relations education. He served as Deputy Commander and then as Commander of Scott Air force Base, a community of over 40,000 people. He was unique that he was a non-pilot serving as a Commander of a base with a flying mission. Later, he served as Deputy Comptroller and then Comptroller of Air Logistics Command. In this position, he managed over $38 billion of U.S. funds and over $16 billion of funds that belonged to foreign allies. In addition, he was responsible for the data processing for the entire command, with computers and people at five Air Logistic centers and two special commands. Part of his duties caused him to be responsible for the funds for Air Force One.

David M. Hall has received several awards from the United State Air Force (USAF). They include The Meritorious Award, The Legion of Merit and The USAF Distinguished Service Award, the Air Force's highest peacetime award. He has been honored by Gary, Indiana with a Key to the City. He is an Honorary Citizen of East Saint Louis. In addition, he has received the reward of Merit and Silver Beaver from the Boy Scout of America. Other honors and awards include: NAAP Digital Divide Award, Steel City Hall of Fame Inductee, Robert Allen Community Services Award, the Saginaw County Chamber of Commerce - Spirit of Saginaw Award and the Rubin Daniels Community Service Award. He is also listed in several "Who's, Who" and other publication honoring people of achievement.

Hall is a life member of the NAACP, Kappa Alpha Psi Fraternity and the Military Officers Association. He is also a 33 Degree Mason. Hall is Co-Chairman of Saginaw County's Promise, Chairman of Communities of Schools in Saginaw, Member of the Saginaw County Chamber of Commerce and Board of Fellow's Saginaw Valley State University, Vice-Chairman of the Bethel AME Church Trustee Board. In his latest project he is an originator and board member of the 1st State Bank

Hall holds certifications in both the financial management and computer careers fields. He has represented the United States Government in Liberia. He has conducted seminars in leadership in Canada.

He is married to the former Jacqueline V. Branch of Washington D.C. From the Union came two sons, Glen (deceased) and Gary. The Hall's have three grandchildren, Hayes, Haley and Julia. David and his wife reside in Saginaw, Michigan.
